CIQAL is an organization working for people with disabilities which emphasizes on the quality of human resources in order to get similar opportunities in the society.
Vision: “to become the center of information, study and economic welfare improvement of people with disabilities in Yogyakarta Special Territory Province”.

Mission:

1. to improve economic welfares of people with disabilities through the program of skill improvement, entrepreneurship, and access to job market.
   • Strategic steps: improving motivation, managerial skills, vocational skills, capital strengtening, net working, policy reform/business conduciveness.
2. to improve the organization capacity in studying and developing economic conditions of people with disabilities.
   • Strategic steps: competenies acquisition in economic field, reference of information access, computer and multi media equipment, learning organisation motivation, finance, networking.
3. to improve professionalism in the organization
   • Strategic steps: improving competencies based on job description requirement, commitment /integrity, facilities, relationship.

Objectives:

CIQAL aims to:

1. improve social welfare of people with disabilities through skills development, entrepreneurship, and job market access. These can be achieved by:
   • Strengthening the capital:
     • Establish Multi purposes cooperation (koperasi Serba Usaha)
     • Initiating center of education and training for people with disabilities
     • Increase the effort of fund rising
   • Establishing networking:
     • Entrepreneur, business association
     • Collaborating with institutions which serve policy advocacy
   • Collaborating with other institutions to offer the opportunity of formal education for people with disabilities.
2. improve the organization capacity in studying and developing economic conditions of people with disabilities, such as:
   • Increase the competencies in economic field:
     • Ask the staffs to join trainings
     • Conduct internal trainings
     • Conduct routine discussions (book discussion, field reflection, discussion with experts)
   • Increase the collection of library and references
     • Increase access to information
     • Provide computer and multi media equipment
     • Improve financing system
3. improve the professionalism of COQAL staffs
   • Improve the management of the organization (operational management, project management)
   • Increase take home-payment standard
   • Increase welfare (insurance)
